Michael Costa

Executive Director

 

Michael Costa, with a master’s degree in Public Policy (Michigan), joined C4A as Executive Director in 2021, bringing three decades of experience  developing and implementing products, programs, and policies that have had a positive impact on the lives of older adults and other vulnerable populations.

He believes C4A and the California AAAs have a crucial role as both a leader and participant in the evolution of the Aging and Disability service network in California. He's initiated a broad spectrum of activities designed to strengthen member AAAs and C4A to help accomplish that goal. In the process, C4A has also strengthened relationships with community partners, professional associations, and state regulators, diversified revenue sources for the Association and member AAAs, and increased the participation level of the Association and member AAAs in aging policy development in California and nationally.    

Prior to C4A, Michael helped achieve significant milestones, including securing coverage and payment for groundbreaking HIV, psychiatric, and oncology therapies, removing discriminatory underwriting and increasing affordability of health insurance pre-Obamacare, and designing and implementing innovative managed care products that we all use today. This has informed his commitment to the integration of healthcare and social services necessary for older Californians to be able to remain in their communities for as long as possible.
